Ogden Emotional Support Animal and Service Dog Letters
Ogden, home to 87,321 people at the 2020 census, began as Fort Buenaventura, the first permanent settlement of European descent in what is now Utah. If an animal helps you through anxiety, depression or another condition, a free screening reviewed by a Utah-licensed clinician is step one.
Where the Rails Met
Fort Buenaventura to Ogden
The trapper Miles Goodyear established Fort Buenaventura, the first permanent settlement by people of European descent in Utah. In November 1847, Captain James Brown bought the land now forming Weber County, with livestock and the fort, for $3,000, and the settlement became Brownsville. It was later named for Peter Skene Ogden, a brigade leader with the Hudson's Bay Company, and the fort site is now a Weber County park.

Federal accommodation law
Utah's support animal definition points to federal law, and the evaluation follows that test.

Yes. Ogden City Code 13-2-2 requires dogs, cats and ferrets to be licensed with the city. Cat licenses are listed at $10 for three years, $5 for one year if sterile and $35 for one year if unaltered.
Yes. Owners 60 and older get a 20% discount.
Utah Code 26B-6-803 bars an owner of private housing from charging an extra fee or deposit tied to a service or support animal, but the owner can recover a reasonable repair cost for damage. Because a support animal must qualify as a federal reasonable accommodation, HUD's May 2026 pullback on untrained-ESA enforcement matters for Ogden renters too.
Report it online or call Weber Dispatch at 801-395-8221.
