From Kaysville Outskirts to Davis County's Largest City
Layton grew in the 1850s as an outgrowth of Kaysville and is named for Christopher Layton, a Latter-day Saint settler and leader. Residents who said they paid Kaysville taxes without getting city services took the fight to the U.S. Supreme Court, which ruled for them in Linford v. Ellison in 1894. Layton became a town in 1920 and had about 600 people until Hill Air Force Base was created to the north in 1940; with war workers arriving, the 1950 census counted 3,456.

Layton and Davis County Questions
Who licenses dogs in Layton?
Animal Care of Davis County. Every dog over four months old in the county needs a license, along with proof of a current rabies vaccination.
Why does a microchip change the Davis County license price?
The lower $15 one-year rate is for dogs that are both sterilized and microchipped. A dog that is unsterilized or has no microchip is licensed at $40 for a year.
Is there a lifetime dog license for seniors in Davis County?
Yes. Owners 60 or older can buy a $25 lifetime license for a dog that is sterilized and microchipped.
Where is the Davis County animal shelter?
At 1422 East 600 North in Fruit Heights. It is open Monday to Friday from 10 a.m. to 6 p.m., and the phone number is (801) 444-2200.
Can a Layton landlord charge a pet deposit for my support animal?
Utah Code 26B-6-803 does not allow a private housing owner to impose an extra fee or deposit because a tenant has a service or support animal, though reasonable repair costs can still be recovered. Utah relies on federal accommodation law to decide which animals qualify, and HUD has not enforced untrained-ESA claims since May 2026.
