From Township to Salt Lake County City
Early settlers in 1848 included Mary Fielding Smith and her children, among them Joseph F. Smith, and the area stayed rural until after World War II. Salt Lake County created Millcreek Township in 2002, including undeveloped Mill Creek Canyon in the Uinta-Wasatch-Cache National Forest. Voters chose to stay a township in 2012, then voted to incorporate on November 3, 2015.

When can my dog be off leash in Mill Creek Canyon?
On odd-numbered days, on the trails. On even-numbered days dogs must be on a leash at all times in every area of the canyon.
Can I ride a mountain bike in Mill Creek Canyon on any day?
Bikes are allowed on the Big Water, Little Water and Great Western trails only on even-numbered days. The Pipeline Trail is open to bikes every day, and e-bikes are limited to the roads.
Can dogs go into the watershed areas of the canyon?
No. Dogs and horses must stay outside the canyon's watershed areas, and dog waste should be disposed of properly.
Can a Millcreek landlord ask for a pet deposit for my support animal?
Not under Utah Code 26B-6-803, which says private housing owners may not charge an extra fee or deposit because of a service or support animal, while the owner keeps the right to recover reasonable repair costs. A support animal is defined through federal accommodation law, so HUD's May 2026 decision to stop pursuing untrained-ESA complaints affects how much backing a request has.
How long do I have to license a pet after moving to Millcreek?
Within 30 days of moving in or getting the pet, or by five months of age for a young animal. Licenses are renewed yearly, and a sterilized pet's license is listed at $25.
