An Auction, Two Settlements and a New Town
In 1994 three investors bought about 8,000 acres of Cedar Valley at a bankruptcy auction. With developer Debbie Hooge, they joined two small settlements, the large-lot community of Cedar Pass Ranch and Harvest Haven north of State Route 73, and the 24-square-mile Town of Eagle Mountain incorporated in December 1996 with Hooge as its first mayor. It became Eagle Mountain City in 2001 and annexed the White Hills neighborhood in 2011.

Utah defines support animals by federal accommodation law, and HUD's enforcement of untrained-ESA claims ended in May 2026, which weakens the federal side of a request.
