Three Turns of the Rowel to a Fort Worth Letter

Start with a short questionnaire that costs nothing; it shows whether booking a full evaluation makes sense before any payment.

  1. 1

Tell us what is going on

Explain what has been hard lately, the animal that eases it and your Fort Worth address, whether that is a Near Southside apartment or a house off Camp Bowie.

  2. 2

Video time with a Texas clinician

After you check out, a Texas-licensed clinician studies your answers and meets you for a telehealth evaluation.

  3. 3

    Get the result in writing

Once your clinician approves, the signed letter is placed in your account. If approval is not possible, you hear the reason and may request a refund under our policy.

ESA Requests in TCU Housing, Step by Step

Texas Christian University runs emotional support animal requests through Student Access and Accommodation and its Office of Housing and Residence Life, following a checklist revised in January 2026.

Some steps may need to happen at least 60 days before the animal is allowed at TCU, and a request made mid-semester may not be met until the next semester.

  1. Call Student Access and Accommodation

At 817-257-6567, schedule an intake interview with a Disabilities Specialist and get the ESA policy for the residence halls.

  2. Tell Housing and Residence Life

At the same time, let the housing office know you are asking for an ESA as a housing accommodation.

  3. Submit your paperwork to SAA

It goes to Student Access and Accommodation with the online application, for the Documentation Review Committee to consider.

  4. Hear the committee's decision

Student Access and Accommodation sets up a follow-up meeting through your TCU email.

  5. Register the animal with housing

After an approval, return the registration form, the vet records, a City of Fort Worth license or proof of a microchip, a photo of the animal and the signed owner agreement.

You also name a back-up caregiver who lives in the Metroplex within 25 miles of the university, but not in TCU housing. Your diagnosis is not shared with the housing office.

Fort Worth Pet Licenses or a Registered Microchip

Fort Worth Animal Care & Control treats an emotional support dog or cat like every other pet when it comes to identification.

Under 3%of the animals brought to Animal Care & Control arrive with identification, which is why the city ties licensing to a registered microchip.

With a registered microchip

Required for all dogs and cats in Fort Worth since June 26, 2018. A microchipped pet needs no city license; chips are available through TCAP, Animal Care & Control and veterinary clinics.

No microchip yet

The dog or cat needs a current license, renewed every three or five years, or a lifetime-of-pet license. Renewals count from the old license's expiration date.

Taking an Animal on Trinity Metro

Trinity Metro's rider guidelines, last revised in September 2024, give four short rules for animals on its buses and trains.

  • Who rides

Service animals that meet ADA requirements, and pets transported in approved carriers.

  • Where it stays

A service animal stays on the floor or on a passenger's lap the whole ride.

  • A clear aisle

Neither a service animal nor a pet carrier may block the aisle.

  • Damage on board

The rider cares for and supervises the animal and covers any damage on board.

Texas Statutes a Fort Worth Tenant Can Lean On

Three state rules that come up when an assistance animal and a lease meet.

  1. A needed exception to a rule

Under the Texas Fair Housing Act, a landlord who refuses a reasonable accommodation a tenant's disability calls for is discriminating. How far that protection reaches for an untrained ESA after HUD's change in May 2026 remains an open question.

    Property Code 301.025
  2. Turning away a service dog

Turning someone away because of a service animal can bring a misdemeanor charge, punishable by up to $300 in fines plus 30 hours of community service; in a civil case, damages are presumed to be at least $300.

    Human Resources Code 121.004
  3. The forwarding address and your deposit

A landlord does not have to refund the deposit or list damages until you give a written forwarding address, but you keep the right to the refund even if you never send one.

    Property Code 92.107

Fort Worth ESA Questions, Answered

Each answer comes from the Fort Worth, Trinity Metro, TCU or legal aid source linked in the sections above.

Does my dog or cat need a Fort Worth pet license?

Not if it has a registered microchip. Since June 26, 2018 Fort Worth has required registered microchips for all dogs and cats, and a microchipped pet needs no license. A dog or cat without one must carry a current license, renewed every three or five years.

How do I license a pet in Fort Worth by mail?

Send a copy of the current rabies vaccination certificate and a check for the license fee to Fort Worth Animal Care & Control, 4900 Martin St., Fort Worth, TX 76119.

What does a replacement Fort Worth pet tag cost?

$5, with a copy of your original license receipt.

Can an emotional support animal ride Trinity Metro?

Only as a pet in an approved carrier. Trinity Metro permits service animals that meet ADA requirements and pets transported in approved carriers, and neither may block the aisle.

How early should a TCU student ask for an ESA in university housing?

Early: TCU's checklist warns that some steps may need to happen at least 60 days before the animal is permitted, and a mid-semester request may wait until the next semester.

Who reviews ESA documentation at TCU?

The Documentation Review Committee, through Student Access and Accommodation (817-257-6567). After an approval, Housing and Residence Life handles the registration form and the owner agreement.

Where do I report housing discrimination in Fort Worth?

The City of Fort Worth Civil Rights Office takes housing complaints under its Human Relations Ordinance, with forms in English and Spanish; its fair housing email is FHAP@fortworthtexas.gov.

Where is Legal Aid of NorthWest Texas in Fort Worth?

One Texas License Covers All Five Fort Worth Counties

Fort Worth spreads across five counties, but the license on your letter is a Texas license, valid in each of them.

Moving within Texas

A move from Fort Worth to Arlington, Denton or anywhere else in the state still means a Texas address, so the letter's Texas license still matches.

Leaving the state

Our system signs a letter only under a license from the state where the client lives, so a new home outside Texas needs a clinician licensed there.
