Three Facets of a Dallas ESA Evaluation

Nothing is charged for the screening, and in a few minutes it shows whether an evaluation is worth booking.

  1. 1

    Tell us what you need

Tell us what you are coping with, which animal helps and where you rent, from an Uptown apartment to an Oak Cliff house.

  2. 2

    A Texas clinician evaluates you

After checkout your answers reach a Texas-licensed clinician, who holds your evaluation by telehealth.

  3. 3

    Hear back from your clinician

A supported need means your signed letter is posted to your account. Otherwise the clinician explains why, and our refund policy applies.

Why Dallas Tenants Choose American Service Animals

Property managers across Dallas, and SMU's housing office, decide from the letter in front of them. Here is what ours include.

A Texas license you can check

Every Dallas ESA letter and psychiatric service dog letter names the clinician's Texas license, which anyone can confirm on the state board's free search.

An evaluation comes first

A licensed Texas clinician speaks with you before anything is written. Letters are never issued automatically or sold as registrations.

Written for the reviewer

Each emotional support animal letter is addressed to the landlords, property managers and housing offices that approve requests.

Price set before checkout

The plan price shown above is the whole charge, paid one time. When a letter cannot be supported, you may request a refund under our policy.

Emotional Support Animals at SMU: Two Offices Approve

Southern Methodist University's campus is in University Park, one of three enclaves inside Dallas's boundaries. Under SMU Policy 1.17, an emotional support animal is permitted only in university-operated housing and related areas.

DASS

Disability Accommodations & Success Strategies documents the disability, decides eligibility and sends recommendations to housing.

RLSH

Residence Life & Student Housing also signs off; student ESA requests need approval from both offices.

May 15Housing priority date for incoming students
June 1DASS asks for disability-related housing requests by this date

Policy 1.17 keeps animals out of other university buildings, from classrooms and administrative buildings to the Student Center and athletic facilities, unless an exemption applies. Accommodations are decided case by case, based on the disability's impact, the student's need and how reasonable the request is.

  2. A question may come

Staff may ask you to confirm that the animal is a service animal.

  3. Always in control

The animal stays under your control the whole trip.

  4. Floor or lap

It rides at your feet or on your lap, never on a vehicle seat.

  5. Calm with others

No aggression toward people or other animals.

  6. Damage is yours

You pay for any damage or soiling the animal causes.

Dallas Pet Rules: Microchips and Fix It Tickets

The city's rules cover every dog and cat, so they apply to an emotional support dog or cat as well.

Dallas's microchip requirement

All dogs and cats in the city of Dallas must be microchipped. The owner name, address and contact details on the chip have to be updated within 30 days of a change.

Mandatory microchipping replaced animal registration and pet licensing in the city, so there is no separate tag to buy. A veterinarian or a mobile clinic can implant the chip.

Fix It Ticket offenses

  1. 7-4.1(a)(1): a cat or dog not vaccinated for rabies.
  2. 7-4.2(a): a cat or dog without a microchip.
  3. 7-4.10(a): a dog or cat over six months old that is not spayed or neutered.

Owners can submit proof of compliance to the municipal court, online or in person, to request a dismissal without going before a judge.

Reporting Housing Discrimination in Dallas

The City of Dallas Fair Housing Division handles housing discrimination inside city limits, disability complaints included. Reporting costs nothing, and you have one year after the alleged violation.

Have this ready

  • Your name, phone number and address.
  • The name and address of the person the complaint is against.
  • The address or other identification of the housing.
  • A short description of what happened.
  • The date or dates it happened.
1500 Marilla St., Room 1BS, Dallas, TX 75201

(214) 670-FAIR (3247) · TTY (214) 670-6936 · printable forms in English and Spanish · Fair Housing complaints

What happens after you report

  1. The office investigates whether there is reasonable cause to believe a fair housing law was broken.
  2. The report is filed jointly with HUD, through its fair housing office (FHEO), for investigation.
  3. The office tries to reach an agreement between the parties; a signed conciliation agreement closes the case.
  4. Without an agreement, the final investigation report goes to the City Attorney's Office for a determination.

Texas Rules Every Dallas Renter Should Know

State law applies across all five counties the city covers.

Texas ruleWhat it means for you
Property Code 301.025When a tenant's disability makes a reasonable accommodation necessary for equal use of the home, the landlord may not refuse it; refusal counts as discrimination. How far that reaches for untrained ESAs since HUD's May 2026 change is not yet clear.
Human Resources Code 121.003(h)Using a service animal cannot cost you an extra deposit or fee, although you still cover damage beyond reasonable wear and tear.
Property Code 92.103Expect the deposit, minus lawful deductions, within 30 days of surrendering the premises.
Property Code 92.108Withholding your final month's rent because the landlord already holds a deposit is not allowed. Doing it in bad faith can cost three times the rent withheld plus the landlord's attorney's fees.

Dallas ESA and Service Animal Questions

Can my emotional support animal ride DART?

Yes, if you carry it in an appropriate, securely latched cage or container. DART allows non-service animals on its vehicles only when they travel that way.

Where does a service animal ride on a DART bus or train?

At your feet or on your lap, never on a vehicle seat. It must stay under your control and not act aggressively, and you are responsible for any damage or soiling.

Does Dallas still require a pet license?

No. Mandatory microchipping replaced animal registration and pet licensing in the City of Dallas, and every dog and cat in the city must be microchipped.

How soon must I update my pet's microchip after I move?

Within 30 days. The owner name, address and contact details on the chip must be kept current.

What is a Dallas Fix It Ticket for a pet?

A citation for no rabies vaccination (7-4.1(a)(1)), no microchip (7-4.2(a)) or an unaltered dog or cat over six months old (7-4.10(a)). You can send proof of compliance to the municipal court, online or in person, and ask for a dismissal without seeing a judge.

Where do I report housing discrimination in Dallas?

The City of Dallas Fair Housing Division, 1500 Marilla St., Room 1BS. Call (214) 670-3247 or TTY (214) 670-6936 within one year of the violation; reporting is free.

Who approves an ESA in SMU housing?

Both Disability Accommodations & Success Strategies (DASS) and Residence Life & Student Housing (RLSH). Under SMU Policy 1.17, emotional support animals are allowed only in university-operated housing and related areas.

When should incoming SMU students send an ESA request?

The housing priority date is May 15, and DASS asks for disability-related housing requests by June 1 so it has time for a full review.

If a Dallas Landlord Doubts Your Letter

Every Dallas letter is signed under a Texas license and can be checked quickly, so a property manager with doubts has a clear path to answers.

  1. Scan the page-one code

The QR code opens the letter's record on americanserviceanimals.com, with its status, its issue and expiry dates and the clinician's name.

  2. Ask us to confirm the signer

The record hides the clinician's email and phone for privacy; support@americanserviceanimals.com confirms the details on request.

  3. Report a concern

If something still looks wrong, the record's Report this Documentation button sends the concern to be reviewed and investigated.
