Three Railroads and a Depot
Henry Johnson founded the town in 1856 as a railroad station, and three rail lines came to cross downtown. The narrow gauge East Tennessee and Western North Carolina Railroad, nicknamed Tweetsie, and the Clinchfield Railroad both had their headquarters here. Does Johnson City require spaying and neutering?
Yes. The ordinance requires dogs and cats six months or older to be spayed or neutered, with listed exceptions such as a veterinarian's certification that the animal is unfit for surgery.
Are service dogs exempt from the spay and neuter rule?
The ordinance lists registered service dogs and working police dogs among its exceptions. An emotional support animal is not a service dog, so ask the city how the rule applies to yours.
What happens on a first spay or neuter violation?
On a first violation, an owner either pays $25 for an unaltered permit or has the animal fixed. After a second violation, the permit option is gone and the animal must be spayed or neutered.
