The Hammock and the Flagler Coast

Flagler Beach, the Hammock and the county's beach parks each set their own pet rules. Check the posted signs before you bring a dog to the sand.
Across the Intracoastal
The Hammock, a barrier island community east of the Intracoastal Waterway, is unincorporated. The privately run Hammock Dunes Bridge, opened in 1988, and the Flagler Beach Bridge on State Road 100 are the county's two crossings.

Does my emotional support animal need a Palm Coast pet license?
Yes, if it is a dog or cat over four months old and you have lived in the city for 30 days. The city license rule applies to all dogs and cats, and an ESA letter does not replace it.
What do I need to license my pet in Palm Coast?
Your name and address, your pet's name, breed, color and sex, and a valid rabies certificate from a licensed veterinarian. You can apply online, by mail or in person at City Hall.
I live in the Hammock. Do city rules apply?
The Hammock, east of the Intracoastal Waterway, is an unincorporated community, so the city license rule is for homes inside Palm Coast city limits. Your ESA letter works the same either way.
Can a Palm Coast landlord ask why I need the animal?
A landlord may ask for reliable information that you have a disability-related need for the animal, which is what the letter provides. Florida does not allow them to ask for your diagnosis or medical records.
Is a letter from a Jacksonville or Orlando clinician different?
No. What matters is a Florida license, not the city the clinician works in. Our evaluations are done by telehealth, so where you live in Florida does not change the process.
How fast can I get a letter before a move-in date?
