Florida's rabies law covers the same three species from four months of age. Horses are regulated separately, and a miniature horse's owner should keep the veterinary and Coggins records a barn or venue may ask for.

Is a miniature horse a service animal in Florida?
It can be. Florida Statute 413.08 defines a service animal as a dog or a miniature horse individually trained to do work or perform tasks for a person with a disability. Any other horse, and any untrained animal, falls outside that definition.
Can an Ocala business refuse a miniature service horse?
Sometimes. Federal rules let a business weigh whether the facility can accommodate the horse's size and weight, whether the handler has it under control, whether it is housebroken, and whether it would compromise legitimate safety requirements.
Does Marion County require a pet license?
Yes. Dogs, cats and ferrets four months or older need a county license, and proof of rabies vaccination is required to get one. Citations for violations start at $100.
Can I keep an emotional support horse on an Ocala rental property?
Only if the owner agrees or the request is reasonable on the facts. A horse is not a household animal, and a request for one faces a much heavier burden than a request for a dog or cat. Farm leases that already allow horses are the simpler route.
What should an Ocala ESA letter include?
The clinician's name, license type, license number and state, the date, and a statement that you have a disability and that the animal helps with it. Florida does not let a housing provider demand your diagnosis.
Can my service dog come on trails in the Ocala National Forest?
Leashed dogs are generally allowed on national forest trails, and a trained service dog may accompany its handler in areas open to visitors. Individual recreation areas set their own rules, so check the posted rules before swimming spots and campgrounds.
