Naples Assistance Animals: New Residents, 55+ Communities and Tags
Naples is a small city of about 19,000 inside a county of roughly 375,000, and a large share of those residents arrived from somewhere else. If you are one of them, your animal has its own move-in list, starting with a county deadline that is shorter than most people expect.

Collier County Tag Rules at a Glance
The county combines the rabies tag and the license, so one tag answers both questions a Naples landlord is allowed to ask about licensing and vaccination.

Age-Restricted Communities Still Have to Listen
Collier County has many communities for residents 55 and older. Their exemption is narrower than many boards believe.
Florida's Fair Housing Act lets qualifying housing for older persons decline families with children. That is the only protection it lifts. Disability rules, including reasonable accommodations for assistance animals, apply in a 55+ community exactly as they do anywhere else.
Weight limits
A 20- or 25-pound cap is a pet rule. An approved assistance animal is not bound by it.

If your caregiver's animal stays with you, ask about it in writing as part of your own request.

Downtown shopping and dining follow Florida's public access law, and it is about training, not paperwork.
Trained service dog
Goes into shops and dining rooms with you. Staff may ask only whether it is needed for a disability and what task it performs.
Emotional support animal
No right to enter. A pet-friendly patio or shop may welcome it by choice, and may also decline.
Even a service animal may be asked to leave if it is out of control, is not housebroken, or poses a direct threat. The handler is then offered service without the animal.

Naples Questions, Answered
How soon must a new Naples resident tag a dog or cat?
Collier County asks new residents to get a county rabies and license tag within 15 days of establishing residency, for every dog and cat four months or older.
Is the Collier County tag for one year or three?
Either. The tag term follows the rabies vaccine your animal received, so a three-year vaccination can be matched with a three-year tag and a one-year shot with a one-year tag.
Does a 55+ community in Naples have to consider an ESA request?
Yes. Florida lets qualifying housing for older persons turn away families with children, but that exemption covers familial status only. It does not excuse a community from considering a disability accommodation, including one for an assistance animal.
Must the tag be worn at all times?
The county asks that the tag be worn on a collar or harness unless the animal is confined, for example inside your home or a secure enclosure.
Can my Naples HOA fine me while my request is pending?
A Florida HOA can only fine after 14 days' written notice and a hearing before a committee of at least three members who are not officers or employees. A pending, documented request is a strong reason for that committee to hold off.
Does a service dog need a Collier County tag too?
Licensing and rabies rules apply to dogs generally, and nothing in Florida's service animal statute exempts a service dog from them. A housing provider may also ask for proof of licensing and vaccination.
