Springville ESA and Psychiatric Service Dog Letters
Springville, the Utah County city nicknamed Art City, counted 35,268 residents in 2020 and fills the Spring Acres Arts Park amphitheater for World Folkfest each July. A free online screening comes first, and then a Utah-licensed clinician decides whether an emotional support animal or psychiatric service dog letter fits your care.

From Hobble Creek to Art City
Eight families led by Aaron Johnson settled here in 1850, beside a stream an exploring party had named Hobble Creek after losing a horse's iron hobbles in February 1849. The town incorporated in February 1853 and took the name of Fort Springville, after its many freshwater springs, and the Springville Museum of Art on 400 South, Utah's oldest museum for the visual fine arts, explains the nickname Art City.

Springville Questions From the Sketchbook
How long does a Springville dog license last?
It runs from the day it is issued through the expiration date on the dog's rabies certificate, but never for more than two years.
When does a new Springville dog need a license?
Within 30 days after the dog turns three months old, or within 30 days of getting a dog older than three months or moving to Springville. The applicant must be 18 or older and bring a valid rabies certificate that shows its expiration date.
Can cats be licensed in Springville?
Yes. City code allows cats to be licensed on the same standards as dogs, and every licensed dog or cat receives a certificate and a tag.
Who sets the Springville license fee?
The city council sets it by resolution. Springville's fiscal year 2025 fee schedule lists altered and unaltered dog licenses at the rate of the South Utah Valley Animal Services Special District rather than a separate city amount.
Does a Springville dog have to wear its tag?
Yes. The tag goes on a collar or harness and must be worn at all times, with an exception for show dogs. A tag cannot be moved to another animal, and license fees are not refunded.
Can a Springville landlord charge a deposit for a support animal?
Utah Code 26B-6-803 bars owners of private housing from charging an extra fee or deposit for a support animal that qualifies as a reasonable accommodation under federal law, though they may recover the reasonable cost of repairing damage the animal causes. Since May 2026 HUD no longer presumes that an untrained ESA qualifies, so each request is weighed on its facts.
