ESA Housing Rights in Kansas
The Kansas Act Against Discrimination treats a refusal to make reasonable accommodations in rules, policies, practices or services, when needed for equal use of a home, as discrimination. That is the state-law basis for an emotional support animal request, alongside the federal Fair Housing Act. A Kansas Assistance Animals in Housing Act was proposed, with documentation rules and a ban on pet deposits, but it died in 2022, and a 2024 bill, SB 170, also died. Since May 2026 HUD no longer presumes requests for untrained animals reasonable.
