Florida sends more cruise passengers to sea than any other state and has some of the busiest airports in the country. A trained service dog can come along on most of those trips. An emotional support animal usually cannot, and a housing letter will not change that.

Travel follows transport and public access rules, not housing law. Keep these three points in mind before you book anything.
Training travels
A dog individually trained for your disability is a service animal on planes, in terminals and on the major cruise lines.
Letters stay home
An ESA letter supports a housing request under Florida Statute 760.27. Airlines and cruise lines are not bound by it.
Destinations decide
Foreign ports set their own animal entry rules, and those can stop a service dog from going ashore.

The Night Before: Hotels Near the Port
Many cruisers stay near Port Canaveral or the Miami and Fort Lauderdale terminals the night before. Hotel rules follow public access law.

Travel Questions From Florida
Can I bring my emotional support animal on a cruise from Florida?
Generally no. Royal Caribbean, Carnival and Norwegian do not accept emotional support animals, and Disney welcomes trained service animals. An ESA letter is a housing document and does not carry over to a ship.
Can my service dog go on a cruise?
Yes, on the major lines, with advance notice. Expect to share vaccination records, including rabies, and to meet the entry rules of every port on the itinerary. Norwegian asks for at least two weeks' notice.
Can my ESA fly with me from a Florida airport?
Only as a pet. Since the federal rule change of 2021, airlines may treat emotional support animals as pets, which usually means a carrier under the seat, a pet fee and the airline's size limits.
What forms does a service dog need to fly?
Airlines may ask for the Department of Transportation service animal air transportation form, up to 48 hours before travel when you booked earlier than that, and a relief attestation for flights of eight hours or more.
Can a service dog go on shore excursions?
It depends on the port country and the tour operator. Cruise lines say they are not responsible for limits set ashore, so check each stop's animal rules before you book excursions.
Does a hotel near the port have to accept my service dog?
Yes. Hotels must admit a trained service dog and may not charge a pet fee for it. An emotional support animal is handled under the hotel's pet policy.
