Much family housing on and near Virginia installations is operated by private companies under the Military Housing Privatization Initiative. Fair housing obligations generally apply to that housing, so an accommodation request for an assistance animal should be submitted to the housing partner's office.

Can I break my Virginia lease if I get PCS orders?

Yes, in qualifying circumstances. The federal Servicemembers Civil Relief Act allows termination of a residential lease for permanent change of station orders or deployment of 90 days or more, with written notice and a copy of the orders. Virginia's landlord-tenant law also contains a military termination provision.

Does my ESA letter transfer when I PCS to a new state?

The letter is not tied to a state, but a new landlord will review it afresh and may prefer a clinician licensed where you now live. Updating documentation around a move avoids delays.

Pet policies: Often include breed limits and pet counts, which an assistance animal accommodation can adjust.
Escalation: The installation's housing office can help when a partner is unresponsive.

Off-base civilian rental

Who runs it: A private landlord or management company in the surrounding city.
Where to ask: The landlord or property manager, in writing, ideally before signing.

Escalation: The Virginia Fair Housing Office or HUD if a request is refused unlawfully.

Can a military spouse be the person with the ESA?

Yes. The assistance animal belongs to the person with the disability-related need, whether that is the service member, a spouse or another household member.

Does command need to approve my ESA?

For housing, the accommodation request goes to the housing provider. It is not a command decision, though installation housing offices can assist.

Can I bring my ESA on a military flight?

Emotional support animals are not accommodated in commercial or government air travel in the way trained service dogs are. Plan transport through your moving arrangements.

Will seeking an ESA evaluation affect my clearance or career?

Seeking mental health care is not in itself disqualifying, and the services encourage it. If you are concerned about a specific situation, speak to a confidential counsellor first.
