Not because Colorado forbids it, but because there is nothing to register with. No state agency, no federal database, no official list. Every "ESA registration" you have seen advertised is a private company selling entries in its own spreadsheet.
What People Believe, and What Is True
Each of these started as a sales line on a registration website and hardened into received wisdom.
"My ESA needs to be registered before my landlord has to accept it."
No registration step exists in fair housing law. A housing provider considers a request supported by reliable documentation of a disability-related need.
"The certificate proves my animal is official."
A certificate is a printed document from the seller. It proves only that a purchase was made. Housing providers are free to disregard it, and experienced ones do.
"An ESA ID number lets anyone verify my animal."
The number lives in a private company's database. No landlord is obliged to look it up, and looking it up tells them nothing about your clinical need.
"A vest means my dog can go anywhere."
Emotional support animals have no general public access rights. Vests are costume. Public access belongs to trained service dogs under the ADA, which is a separate category entirely.
"Registration is instant, so it must be the modern way to do it."
Instant is the giveaway. A legitimate determination requires a licensed clinician to evaluate you, which cannot happen in the time it takes to enter a card number.

Why This Carries Real Risk in Colorado

Under C.R.S. § 24-34-804, knowingly misrepresenting an entitlement to an assistance animal carries consequences. A purchased certificate presented as if it established an entitlement is exactly the kind of document that invites scrutiny. Does ESA certification in Colorado need renewing?

Do Colorado counties or cities keep ESA lists?
