Texas-licensed, El Paso-ready
Each El Paso ESA letter or psychiatric service dog letter carries a Texas license that a landlord can verify for free.
Take the free screening, select a plan and see a Texas-licensed clinician by video, scheduled on El Paso's Mountain Time. If your evaluation supports it, you receive a signed letter ready for your landlord, your apartment office or UTEP housing.
A free questionnaire comes first; within minutes you will know whether a full evaluation suits what you are facing.
Tell us what you are dealing with, the animal that helps and your El Paso address, from a Kern Place duplex to a home in the Lower Valley.
Once you pay for a plan, your answers go to a Texas-licensed clinician for a telehealth visit, booked at a time displayed in your local zone.
If your clinician supports the request, a signed letter appears in your account. Otherwise you hear the reason from the clinician, and our refund policy covers the plan.

At the University of Texas at El Paso, the Center for Accommodations and Support Services (CASS) handles assistance animal requests in university housing, and a denied request can be appealed to the University ADA Coordinator.
CASS can ask for more if the documentation is incomplete, unclear, outdated or inconsistent, and a request may be cancelled when papers miss the deadline. Take this list to your evaluation. UTEP ESA policies
One exception: registered student organizations can hold stress reduction events with assistance animals, usually at the end of the semester, after approval through Minetracker; outdoor ones use Leech Grove or the Liberal Arts Lawn.
Under Title 7.12.020, every dog, cat and ferret in the city that is four months or older must be registered, and the registration is renewed every year. An emotional support animal is no exception.

Allowed on board, kept under control with a harness, leash or tether. If a disability rules those out, or they would get in the way of the animal's tasks, the handler keeps control by voice, signal or other effective means.
Pets and emotional support animals ride only when securely contained in a fully enclosed pet transport carrier.
El Paso follows the same state statutes as the rest of Texas, even on Mountain Time.
A landlord may not refuse a reasonable accommodation that a tenant's disability makes necessary for living in the home; refusing it is discrimination under the Texas Fair Housing Act. Whether it covers an untrained ESA after HUD's policy shift in May 2026 is still being worked out.
Where the disability is not obvious, a business gets two questions: does a disability make the animal necessary, and which task has it learned? Certification papers cannot be demanded.
The landlord owes the deposit refund by the 30th day after you surrender the rental.
