From First Answers to a Signed Rock Hill Letter

  1. Answer about your home and animal

Tell us about your symptoms, what your animal does for you day to day and your rental, from an Old Town loft to a house near India Hook.

  2. A video evaluation under state license

Once your plan is paid at checkout, a South Carolina-licensed clinician evaluates you over video and decides whether a letter is supported.

  3. A signed letter or the reasons why

Approval means a signed letter waits in your account; a decline still explains the clinician's reasons, and the refund policy applies.

What Rock Hill Renters Can Count On From American Service Animals

A Rock Hill ESA letter often goes to landlords with no-pet housing rules, so here is what ours includes and what it does not do.

What your letter includes

  • The signature and license details of a licensed South Carolina clinician who evaluated you.
  • A housing statement about your emotional support animal; for a dog trained to do tasks, we write a psychiatric service dog letter.
  • A date plus a reference number you can check on our verification page.

Limits of an ESA letter

  • Give an ESA access to stores, restaurants or other public places.
  • Replace your landlord's or Winthrop's own review of the request.
  • Promise approval before a clinician has evaluated you.

Winthrop University's ESA Process, Step by Step

Winthrop's Office of Accessibility has to approve an emotional support animal before it can move into a residence hall.

  1. Collect the forms

Ask the Office of Accessibility for the ESA Disability Verification Form, which your treating specialist completes, plus a personal statement, the owner responsibilities form and a veterinarian's health and vaccination certification.

  2. Submit the online request

Upload the verification form, your statement, the veterinarian's certification and a photo of the animal with the New Accommodation Request Form.

  3. Meet the Office of Accessibility

Staff review the file, may ask for more information and then meet with you to go over the owner responsibilities.

  4. Clear Residence Life

Once the request is deemed reasonable, Residence Life asks roommates or suitemates to agree, and you sign a maintenance agreement with your Residential Learning Coordinator, bringing pest-control and vaccination records.

Live in Rock Hill, Work in Charlotte: Whose License Counts

The license on your letter follows your home address, not your workplace.

A home in a South Carolina town

Rock Hill, Fort Mill, Tega Cay and Lake Wylie residents are evaluated by a South Carolina-licensed clinician, even if they commute across the line every day.

A home across the line in Charlotte

If you live in Charlotte or elsewhere in North Carolina, you need a clinician licensed there instead, so start the screening with your North Carolina address.

Moving across the line

If you move to the other state, ask us before relying on an existing letter, because the license has to match your new home state.

This follows our rule: the clinician who evaluates you must be licensed in your home state.

Common Rock Hill Questions on Letters and Leases

  1. When are Winthrop's ESA documents due?

By May 15 for new students and February 1 for returning students. Later requests are still considered, but Winthrop may not finish the arrangements within that semester.

  2. Who fills out Winthrop's ESA verification form?

Your treating specialist, such as a licensed counselor or a medical or psychiatric provider. Winthrop notes that online certifications typically lack the information it needs, so ask the Office of Accessibility what it will accept.

  3. Do roommates have a say in a Winthrop ESA?

Yes. Residence Life asks roommates or suitemates to agree to living with the animal, and if one objects after rooms were assigned, the owner may need a different assignment.

  4. Does my clinician need a North Carolina license if I work in Charlotte?

No. The license follows your home: a Rock Hill resident is evaluated by a South Carolina-licensed clinician, wherever the job is.

  5. How do I get a ride in Rock Hill now that My Ride has ended?

Reserve York County Access through the Council on Aging at 803-327-6694, extension 2. Trips cost $2.50 each way; ask about your animal when you book.

  6. Who offers no-cost legal aid to Rock Hill tenants?

South Carolina Legal Services has a Rock Hill office at 214 Johnston St for eligible low-income residents: (803) 327-9001 or (800) 922-3853.

  7. Where can Rock Hill adults get public mental health care?

At the Catawba Community Mental Health Center's York Adult clinic, 205 Piedmont Boulevard, 803-327-2012, on weekdays from 8 a.m. to 5 p.m. If it is urgent, contact 988 by phone or text.

  8. Are Fort Mill, Tega Cay and Lake Wylie handled the same way?

Yes. Those communities are in South Carolina as well, so a South Carolina-licensed clinician handles the evaluation, and the state's housing rules apply there too.

  9. How can a Rock Hill landlord confirm my ESA letter is real?

By looking up the clinician's South Carolina license, or by checking the reference number on our verification page using details you provide.

    How evaluations work statewide

Everything listed for Rock Hill was checked in October 2026 against Winthrop University, York County, BHDD, South Carolina Legal Services and the Human Affairs Commission, and is current as of October 2026. It is general information, not legal advice on a specific lease, since every rental differs. Screening does not guarantee a letter; the decision belongs to a clinician who has evaluated you. Policies get updated, so confirm anything important with the source. When you need someone right away, 988 answers calls and texts around the clock.
