Pensacola Assistance Animals: Orders, Leases and Escambia Rules
This is a Navy town, and a lot of its renters sign leases knowing a set of orders could end them early. Florida has a statute for exactly that, and it matters most to a household that also has an animal to move, license and document again somewhere else.
A Rental Market That Runs on Orders
Naval Air Station Pensacola and the training commands around it keep a steady flow of people arriving and leaving on short notice. Landlords here are used to it, which helps, but assistance animals add steps many households forget.
- Housing near the base turns over quickly, so a request made at signing is resolved before the next move rather than halfway through a lease.
- A letter you used at a previous duty station in another state may not meet Florida's rules on who can provide it.

- Families with a trained service dog have public access rights under Florida law that a support animal does not.

What the Statute Actually Promises
Section 83.682 is short and generous, and landlords cannot contract out of it.
Normal deposit rules still apply to the unit itself. Damage your animal caused remains your responsibility, lease law or not.

Two sets of rules meet at the gate, and families often assume one covers both.
Base and privatized housing
Installation housing runs on its own animal policies, set by the installation and the housing operator. Breed and number limits are common.
Ask the housing office in writing before you arrive with an animal, and keep the answer.
Rentals in town
A private landlord in Pensacola is a Florida housing provider. Statute 760.27 governs what they may ask about an emotional support animal and bars extra charges for it.
Since May 2026, HUD's federal enforcement is narrower for untrained animals, but the state statute is unchanged.

Ivan in 2004 and Sally in 2020 both left their mark on Pensacola. Orders do not pause for hurricane season, and neither should the plan for the animal.
- Escambia County, like every Florida county with public shelters, must designate one that accepts people with pets.
- Trained service animals go with their handler into general and special needs shelters.
- If you may deploy during the season, write down who takes the animal and where the records are.

Pensacola Questions
Can I break my Pensacola lease when I get PCS orders?
Florida Statute 83.682 lets a servicemember end a rental agreement when permanent change of station orders move them 35 miles or more away, among other situations. You give written notice with a copy of the orders or a commanding officer's verification, and the termination takes effect at least 30 days after the landlord receives it.
What do I owe after ending the lease under that law?
Rent prorated to the effective date of termination. The statute says you are not liable for any other rent or damages because of the early termination, and that the protection cannot be waived in the lease.
Does Escambia County require a license for my dog?
Yes. Dogs, cats and ferrets need a county license, and animals four months and older must be vaccinated against rabies. The license runs a year from the vaccination date and is renewed every year, even when the rabies shot itself lasts three.
Will my Florida ESA letter work after I move to another state?
Not necessarily. Each state decides whose documentation it accepts, and a letter from a Florida clinician may not meet another state's rules. Plan a fresh evaluation with a provider licensed where you are moving.
