Lakeland had about 112,600 residents at the 2020 census and has kept growing as people settle on the I-4 corridor between Tampa and Orlando. Many of them rent, many bring a dog, and the rules that decide whether that dog can stay come from three places: the lease, Polk County, and Tallahassee.

How Polk County Licensing Works
Licensing here runs through the Sheriff's Office rather than a separate city department, and it covers Lakeland addresses the same as the rest of the county.
- Dogs and cats need both a rabies vaccination and a valid license tag from four months of age.
- Buy the tag from a veterinarian that sells them, or from the Sheriff's Office Animal Control directly.
- Bring the current rabies certificate. Without it, no tag can be issued.
- File the receipt with your housing paperwork. Florida lets a housing provider ask for it before approving an emotional support animal.
Florida's Breed, Weight and Size Rule
In 2023 Florida closed the last gap that let local governments single out dogs by breed. The change is real, but it is narrower than many renters assume.
Who the statute binds
Cities, counties and public housing authorities. Their rules about dogs that bite or attack must not be written around breed, weight or size.
So Polk County and the City of Lakeland cannot pass a breed ban, and a public housing authority cannot keep one in its pet policy.
Who it leaves alone
Private landlords and associations. A lease can still say no pit bulls, or nothing over 40 pounds, for ordinary pets.
For an emotional support animal, that clause is exactly what an accommodation request asks the landlord to waive under Statute 760.27.
Walking the Lake Morton Loop
The swans on Lake Morton are the city's emblem, and the path around the lake is where a lot of Lakeland dogs get their evening walk.
- Keep the leash short near the water's edge. Swans nest along the bank and defend the spot.
- Pick up every time. Parks and paths are shared with families, runners and the birds.
- A support animal follows the same park rules as any pet. A trained service dog does too, while it works.
- Summer heat on the path is punishing by mid-morning. Walk early, carry water, and check the pavement with your hand.

When does a Lakeland puppy or kitten need a license?
Polk County requires every dog or cat four months or older to have a rabies vaccination and a valid license tag. Tags come from participating veterinarians or from the Sheriff's Office Animal Control, and you need the current rabies certificate to buy one.
Can a Lakeland landlord ban my dog because of its breed?
A private landlord can set breed rules for pets. What Florida changed in 2023 applies to local governments and public housing authorities, whose dog-safety rules may not be based on breed, weight or size. For an emotional support animal, a breed or weight rule is something the accommodation request can ask the landlord to set aside.
Does Polk County have a breed-specific dog ordinance?
It cannot. Florida Statute 767.14 allows counties and cities to add rules about dogs that have attacked, but only if those rules are not specific to breed, weight or size.
What should my Lakeland accommodation request include?
A short written request, documentation from a Florida-licensed clinician or a registered telehealth provider, and proof of the county tag and rabies vaccination. Leave the diagnosis out; Florida law does not let the landlord ask for it.

For an apartment off campus, yes. Residence halls run their own accommodation process through the college, usually its disability or accessibility office, so start there for campus housing.
Where do Lakeland renters file a housing complaint?
The Florida Commission on Human Relations handles housing discrimination complaints statewide and gives you one year from the act to file. A private lawsuit is a separate option with its own deadline.
