Airlines may treat an emotional support animal as a pet. A trained service dog flies under the DOT rule, and if you booked more than 48 hours ahead, the airline may ask for its form up to 48 hours before departure.

Yes. Idaho Code 18-5812A covers housing for sale or rent, forbids an extra charge for the dog and leaves the handler responsible for any damage.
Idaho has no ESA statute, so the request rests on fair housing law. Make it in writing with your letter attached; the Idaho Human Rights Commission takes complaints within one year.
It states that you have a disability-related need for the animal and carries the Idaho clinician's license details and signature, while leaving out your diagnosis and treatment history.
No official one exists. Idaho has no ESA registry, and paying a website to list your animal adds nothing to a housing request; a clinician's letter does the work.
