ESA and Psychiatric Service Dog Letters for Delaware Veterans
Delaware veterans use three VA sites, from the medical center on Kirkwood Highway in Wilmington to clinics in Dover and Georgetown. VA itself does not provide service dogs or allow emotional support animals on its grounds, so a housing letter is a separate step: take the free screening, and a clinician licensed in Delaware decides whether one is supported.

What VA Covers, and What It Leaves to You
VA's prosthetics office is direct about it: VA does not provide service dogs. It does run a service dog benefit for veterans whose guide or service dog has been prescribed, and a pilot program for veterans with PTSD. Emotional support animals sit outside all of that, which is why a housing letter for an ESA comes from a separate evaluation.
The 38 CFR 17.148 benefit
For veterans with a visual, hearing or substantial mobility impairment who are prescribed a guide or service dog: veterinary care coverage, hardware and travel to get the dog.
The mental health mobility path
A VA mental health provider and team decide whether a mental health condition is the main cause of a substantial mobility limit and whether a mobility service dog is the best help.
The PAWS Act pilot
A five-year program, signed in 2021, in which veterans with PTSD train future service dogs at five VA sites, none of them in Delaware.
No ESAs on VA grounds
VA says emotional support animals cannot come onto its health care facility grounds or into appointments; service dogs must be admitted.

Does the VA provide service dogs to Delaware veterans?

Not under a specific statute. A 2024 bill, SB 219, would have created penalties for misrepresenting service and assistance animals, but it stayed in a Senate committee when the session ended.
